History:

In 2008, BCFOA Officials, BCFC Executives and Coaches held a joint session intended to get to know and understand each other better. This was a positive session for both sides. 

In 2009, BCFOA Officials and BCFC Executives met several times to discuss changes for a new contract. Agreement was reached thanks to involvement by Bruce Hawkshaw and Greg Barnes and Larry Rohan.

A joint session was held in June focused on the new League Reps position and how the Game Observers shared their game responsibilities. Larry Rohan and Bob Dyson also attended the BCFC Coaches meeting.

2009 Season:

The season started with a conference that was well attended. BCFC covered the bulk of the expenses. Thanks to Don Barker for all his support. BCFOA still had problems staffing all the games with 7 men, a timer, Game Rep and an Observer. We again had to be creative during the summer months to get as many games covered.

The BCFC & CIS Evaluation program needs to be supplemented with weekly education sessions of some sort to keep everyone sharp on the rule applications, mechanics and judgment used on fouls.

The Evaluation Group will be meeting during the off-season to discuss the pros and cons of the technology and what improvements are needed.

 

Arbiter:

Arbiter was used for the 6th year for all Canadian games assigned by BCFOA.

 

Game Reports:

BCFC was very pleased with the reports from the Reps and Observers.


Allocation Report:

 

BCFC – things went well from Don Baker's perspective.  This will be DonÕs last year and BCFOA will miss him. I received several emails from one coach complaining about the officials this season. We reviewed all the plays identified on film and responded to the BCFC. We found that their points were correct on a few points but mostly not. Only one coach complained.

á       Vancouver Island Raiders captured a 4rd BCFC title and defeated the Edmonton Wildcats in the CJFL Championship 51 to 14.

á       Vancouver Island Raiders hosted the CJFL Championship game in Nanaimo and they claimed that title 3 of the last 4 years. Do you think that constitutes a dynasty?

á       Evaluation System and feedback continued to improve this year.  More work is required.

á       For 2010:

- Evaluation Group will be work with BCFC in using the internet to download games for evaluations. This will allow BCFOA evaluators to email clips to officials. This will be a major improvement to the evaluations system.

- The Evaluation Group continues to look for more officials that can work at the higher levels.  I expect more new faces on the BCFC Panel and IÕm confident they will all do well.

- We have to take a serious look at how we can educate and train seasoned and new officials. I will present some options to the new Executive. One options is to get more of you involved in the process.

- There will be discussions about the pros and cons of 6 and 7 man crews.

 CIS:

2010

á       Continue to have a full-time BCFOA filming person for all CIS games.

á       7 man crews will be used for the 2010 season.

á       SFU will be going south for the 2010 season so UBC will be the only CIS team in BC.

 

I want to thank all the Supervisors that work very hard on BCFC & CIS games to help each of you to improving your on-field judgment/consistency.  It's not an easy task and these guys deserve your thanks. Remember, itÕs not the delivery but the message that is important.
